Senior Associate Consultant
SallyAnne has over twenty-five years of experience working across the private, voluntary, and local government sectors on community-related projects. Her work ranges from education initiatives for large-scale corporates (corporate social responsibility) to roles in a national youth charity and local government.
Since May 2023, she has been a Senior Associate working mainly for Community Stewardship Solutions (CSS). For CSS, SallyAnne is currently leading on stewardship at Gilston Park for Places for People and Taylor Wimpey. She has also led work at Letchworth City Trust, Brookfield Garden Community, Tewkesbury Garden Communities, and Northstowe—acting on behalf of both developers and councils.
For Design Southeast, she supports Design Review Panels, including serving as a member of the Hemel Garden Communities Design Review Panel. She has also provided additional support on stewardship to the Hemel Garden Town Team.
At Otterpool Park LLP, SallyAnne supported S106 negotiations related to stewardship and community development and drafted the stewardship vehicle business plan. She stepped down from her Non-Executive Director role at Otterpool Park in July 2024.
While at Ashford Borough Council (ABC), SallyAnne led the team that orchestrated and negotiated the creation of a stewardship body for Chilmington Green (5,750 dwellings), part of the South of Ashford Garden Community (SAGC). Her involvement spanned from S106 negotiations, outline planning permission, and master planning to delivery. She helped secure over £24 million in community assets.
From 2016 to 2023, she also coordinated the Chilmington project strategically on behalf of ABC and delivery partners. Her role ensured that council resources were aligned to maximize the pace of housing delivery, manage risks, and support the development and implementation of appropriate governance and programme management structures.
She led the coordination of the wider SAGC (7,250 dwellings) and was instrumental in securing ‘Garden Village’ status from MHCLG in 2019, along with over £750,000 to support early delivery.
SallyAnne played a key role in developing the first business plan for the Chilmington Management Organisation (CMO). She managed the transition from the Board precursor to the organisation’s official launch, working across strategic partners, including developers, to ensure a robust and fit-for-purpose delivery model. She co-wrote the first community development strategy and successfully brought the CMO into operation.
She brings valuable, first-hand insight into the setup and leadership required for new-build stewardship organisations. Her appointment as Independent Chair for Leybourne Grange Management CIC in January 2024 has further enhanced this experience, as she is also supporting the organisation’s operations on an interim basis.
